Why do i have tiny skin coloured spots on my scrotum and penis?

i know it can;t be herpes because im a virgin but it looks as if there used to be hairs there are they have been pulled out.. any idea what it is? is it normal?Why do i have tiny skin coloured spots on my scrotum and penis?
